President due to sign Appro. Bill on Dec. 6th

ACT NOW TO PROTECT HOMELAND SECURITY AND STOP THE MASS DESTRUCTION OF AMERICAN HERITAGE AND CULTURE!

The omnibus Appropriations Bill, which was loaded with more than a few nasty surprises and shot gunned through Congress before legislators or staffers had a chance to read (purportedly more than a 1,000 pages), contains a rider that will eviscerate the intent of the l971 Wild Horse Annie Act and 'legalize and advocate' the slaughter of America's wild horses.  We need to respectfully ask that the Wild Horse Rider be removed.  The vast majority (88%) of 'the American people' do not want our wild or domesticated horses slaughtered to fill a foreign gourmet meat demand in France, Japan and Belgium.

It is unDemocratic for Congress or the President to eviscerate and compromise a long-standing federal law, sentimental with the American people, without congressional consideration or hearings.

The Appropriations Bill is expected to be signed on December 6th.   Please ask that the wild horse rider be removed from the Bill.

1. The rider amends the Act to take out the provision: "after title transfer no wild horse may be sold for processing into commercial products."  

2.    The rider amends the criminal provisions of the Act which makes it a crime to process or permit to be processed into commercial products the remains of a wild horse or burro, to exempt horses bought pursuant to the new "horse sale" program.

3.    The rider adds a new subsection to the Act, creating a "horse sale" requirement that mandates that BLM sell "at local sale yards or other convenient livestock selling facilities" all wild horses, "without limitation" -- ie, no adoption program, etc . . . -- that are either over 10 years old, or who have been put up for adoption 3 times.  BLM is required to continue to sell these horses until all "excess animals" are sold, or it attains AML in all wild horse areas.
